HUD USER publishes a series of case studies based on federal, state and local strategies that increase affordable housing opportunities, apply sustainable features and practices, and increase access to public transportation. The projects featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives. In November 2015 HUD published a case study on Highland Commons an affordable, supportive housing project developed by Cardinal Capital and Milwaukee Center for Independence. Highland Commons is a 50-unit, supportive living housing project in West Allis, Wisconsin and has been serving individuals recovering from severe and persistent mental illness since 2012.

Highland Commons is the 2015 HUD Secretary’s Award for Healthy Homes recipient. The award recognizes that with well-lit, bright apartments, common spaces, and a calming color palette, Highland Commons is designed to reduce stress by addressing the need for privacy, a sense of security and serene surrounding. The housing project also incorporates a supportive living model of services that allows individuals with a mental illness to live independently in permanent housing that provides them with the services best suited to their individual needs.
