Thurgood Marshall Apartments Wins HUD Secretary’s Award

Cardinal Capital is honored to join Wisconsin Housing and Economic Development Authority (WHEDA) in receiving the national U.S. Department of Housing and Urban Development (HUD) Secretary’s Award for Healthy Homes for its housing project, Thurgood Marshall Apartments. The Healthy Homes award recognizes excellence in healthy housing innovation and achievement.

Developed by Cardinal Capital and Wisconsin Community Services, and financed by WHEDA, Thurgood Marshall Apartments, located in Milwaukee, Wisconsin, is a 24-unit, permanent supportive housing project for low-income individuals who are chronically homeless and suffer from chronic alcoholism.

In addition, Thurgood Marshall Apartments is Wisconsin’s first New Harm Reduction housing development and a part of Milwaukee County’s initiative, launched in the summer of 2015, to end chronic homelessness, a Housing First approach to homelessness. Housing First is based on the idea that a homeless individual or household’s first and primary need is to obtain stable, permanent housing, only then can they find stability and begin rebuilding their life.
